As you might guess from the title of this system, it’s a Star Trek tabletop role playing game. Here’s the description from the official website:

I created my character through random rolls (both directed by the book and anytime I was asked to make a choice). This meant my first roll, for species, threw me for a loop by coming up as Romulan. Through the lifepath character creation system I came up with a character from the Picard/post-Picard period that would work pretty well in my opinion.
Ambassador Parem was born and raised on an isolated Romulan colony, far removed from the central governance of Romulus. In this seclusion, Parem was steeped in the traditional militaristic ideology that defined much of Romulan society. He was trained in the arts of subterfuge and strategy, believing that strength and cunning were the only paths to survival.
The destruction of Romulus, however, shattered his worldview. The loss of his homeworld and the ensuing chaos within the Empire forced Parem to reconsider the path his people had been on. Witnessing the suffering of his fellow Romulans, he realized that survival would now depend on alliances and understanding, not on isolation and military might.
Determined to forge a new path, Parem enrolled in the Romulan Diplomatic Corps, seeking to bridge the gap between his people and the Federation. His journey was not an easy one; skepticism and distrust followed him at every step. His resolve was tested when the ship he was traveling aboard was ambushed and destroyed by remnants of the Tal Shiar, who opposed his mission.
Barely surviving the attack, Parem emerged more determined than ever to achieve peace. He understood that peace with the Federation could offer stability and aid to the fractured Romulan people, and he was willing to risk everything to make that a reality.
Parem’s dedication was further solidified during a plague that swept through a Romulan refugee camp. Taking on a leadership role, he coordinated efforts with Federation medical teams to contain the outbreak and save lives. His actions earned him the respect of both Romulans and Federation personnel.
Now, as the liaison to the USS Helios, Parem sees his mission as a crucial step in healing the wounds of his people. He believes that through cooperation and mutual respect, the Romulan diaspora can find a new place in the galaxy, one built on trust and shared hope.
